SUPRIM will be mainly responsible for overall project management and coordination. It will support the Bureau of Fisheries and Aquatic Resources (BFAR) from the central office to the regional field offices through the National Project Management Office (NPMO), Regional Project Implementation Units (RPIUs) in the Fisheries Management Areas (FMAs), and the Regional FMA Coordinating Units (RFCUs) – in the effective management of the Project.
The activities of SUPRIM will also support the institutionalization of new ways of doing business in BFAR and the delivery of technical services and assistance to fishers and fisherfolk groups, the private sector, local government units (LGUs), and other stakeholders in fisheries management.
This component finances the technical and operational support for project management and coordination, including financial management, independent audits, procurement, environmental and social impact management, stakeholder engagement, grievance redress mechanism (GRM), monitoring and evaluation (M&E), capacity building support, and knowledge management.
The objective of this component is to operate and maintain an effective multi-level project management system (PMS), which consists of:
- fully operational and vertically and horizontally integrated PMS.
- fully operational M&E and Knowledge Management System (KMS) supported by a digital, multi-level Management Information System (MIS)
- financial management.
- procurement and contract management; and
- fully operational, publicly accessible web-based digital platforms linked to existing systems. Items (iii) and (iv) are contained in separate sub-manuals.
The SUMPRIM component will contribute to the achievement of the project outcome through the effective and efficient project management and coordination and full engagement and participation of stakeholders at all stages of project implementation. This component will provide adequate and timely financial, technical, and operational support to the different project implementation units to ensure that all the target activities and outputs will be delivered according to the agreed work and financial plan (WFP).
