National Review and Training Workshop on Environmental and Social Framework (ESF)

The Philippine Fisheries and Coastal Resiliency (FishCoRe) Project successfully conducted the National Review and Training Workshop on Environmental and Social Framework (ESF) on August 11–15, 2025, in Butuan City. 

The workshop brought together Environmental and Social Safeguards Focal Persons and Specialists, World Bank Specialists, National Project Management Office, partner agencies – National Fisheries Research and Development Institute and Philippine Fisheries Development Authority – and regional representatives for FishCRRM, MARLIN, and SUPRIM components of the Fisheries Management Areas (FMA) 6 and 9.

With the evolving nature of development projects and the growing complexity of environmental and social challenges, the activity aimed to reinforce understanding of the Environmental and Social Management Framework (ESMF) particularly the recent updates on its structure, scope, and core standards and highlighted the importance of ensuring that project implementers remain well-informed and responsive to emerging requirements. 

A major focus of the event was guiding Fisheries Management Area Coordinating Units (FCUs) in drafting and refining Environmental and Social Management Plans (ESMPs) tailored to community needs, alongside the introduction of updated project tools such as the step-by-step Grievance Redress System (GRS), which provides stakeholders with a transparent channel for raising concerns to enhance accountability, and the piloting of a revised Environmental and Social Screening and ESMP Template to streamline safeguard documentation and ensure regional consistency, with participant feedback informing its finalization.

Throughout the activity, Environmental and Social Safeguards Focal Persons reaffirmed their vital role as frontliners in ensuring the integration of safeguards into project activities, including but not limited to, monitoring compliance, engaging stakeholders, and addressing potential risks.
